Paul, I do not think that “before or after RIAA losses” requirement has any merit as no matter what kind type RIAA filter is being used it always will lose around 20dB. I do not think also that there is a “safest path” or “reasonably affordable”....

OK, you need to find out if the problem is in phonostage on in TT as the problem was “spanning several turntables and arms”. You might run your phonostage from anti-RIAA filter from your CD player:
